Digital library research was founded on a community based workshop sponsored by the NSF. The first federal investment sponsored 6 projects. The 1st formal funding started in 2000. 6 university-led projects were funded to develop and implement computing and network technologies to make electronic test collections accessible and interoperable.
The IL project was significant because of the transfer of technology for publication of full-text journals and articles.
Developments are being formulated for industrial standards for 1-search access to multiple resources.
